Our Leadership
The Okanagan Indian Band is governed by a Chief and Council who provide leadership and direction on behalf of the community. Chief and Council are responsible for setting the overall direction of the Band, making decisions on matters affecting the community, establishing policies and laws, and providing oversight of the organization. Their work includes areas such as lands, housing, infrastructure, community services, economic development, financial stewardship, protection of syilx rights and title, and relationships with other governments and organizations.
OKIB operates within a complex governance environment that includes its own laws, policies and decision-making processes, as well as responsibilities arising under federal legislation and agreements. As a member community of the syilx Okanagan Nation, OKIB's governance is also grounded in its relationship to syilx people, lands, culture and responsibilities.
Governance and Administration
There is an important distinction between governance and administration.
Chief and Council establish priorities, policies and strategic direction and provide oversight on behalf of the community. OKIB Administration is responsible for carrying out that direction and managing the day-to-day operations, programs and services of the organization.
This separation helps ensure clear accountability while allowing staff to manage operations within the direction established by Chief and Council.
Community and Accountability
OKIB Members are at the centre of Band governance. Elections, community meetings, engagement processes, policies, laws and other accountability mechanisms provide opportunities for Members to participate in and remain informed about decisions affecting their community.
Good governance requires transparency, accountability, responsible stewardship and meaningful communication between leadership, administration and Members. Through this work, OKIB continues to strengthen its governance while advancing the priorities of the community and protecting the interests of current and future generations.
Our Title and Rights
The protection and advancement of OKIB’s Title and Rights are foundational responsibilities of leadership. They arise from the syilx people’s longstanding relationship to the land, waters, laws, culture, and governance systems that have existed since time immemorial. These rights are not granted by external governments; they are grounded in the Band’s own authority, responsibilities, teachings, and connection to territory. This includes the right to govern, steward lands and resources, preserve culture and language, protect ways of life, and make decisions that shape the Band’s future.
Title and Rights provide both a legal and cultural foundation for how OKIB approaches land stewardship, resource management, community wellbeing, economic development, partnerships, and intergovernmental relations. They reinforce OKIB’s responsibility to protect the environment, honour cultural practices and knowledge systems, and ensure decisions align with the Band’s long-term priorities and responsibilities to future generations.

The Okanagan Indian Band's 5-Year Strategic Plan sets a clear, coordinated path for leadership and administration. The Plan is grounded in OKIB's vision of ensuring the future through cultural, social, and economic development, and its mission to support strong individuals, families, and communities through balanced, sustainable growth.
At its core, this Plan is about alignment. It brings leadership direction, administrative capacity, and community priorities together into one actionable framework, giving Chief and Council a foundation for oversight and administration a clear standard for accountability. It provides clarity on where OKIB is going, how it will get there, and how progress will be measured along the way.
Our Comprehensive Community Plan
The Okanagan Indian Band Comprehensive Community Plan (CCP) is a membership-centred guide for the future planning activities of OKIB while preserving the membership. The OKIB timeline in this report is a reminder of the ancientness of Okanagan Indian Band, explicitly the membership being from this place. The CCP's purpose is to articulate the membership's voice as a guide for the future.
